What if U.S Army installs Norton I as Emporor?

So I was wondering, what if the US Army had obeyed The Imperial decrees issued by Norton I from his gov. In exile in San Francisco? What form of constitutionalism would he have? If any? What would foreign policy look like? What if he really did intend to marry Queen Victoria? Is this ASB? What would the new US Imperial Army look like? How would he treat natives? Blacks?

He declared Congress and political parties illegal, so probably not.
What would foreign policy look like?
Presumably invading Mexico to assert his authority as Lord Protector.
What if he really did intend to marry Queen Victoria?
He wouldn't have a chance.

Yes.
What would the new US Imperial Army look like?
I'm not honestly sure.
How would he treat natives? Blacks?
Considering his treatment of the Chinese migrants, fairly well.
 
ASB. He never held a position in the US Army, so it isn't like the possibility of an alternative history WI Washington had entertained the Society of Cincinattus and created an elected monarchy or hereditary nobility. His "cult following" was limited to those who thought it was "cute" in the San Francisco area. Analogous to the Breckenridge County of Colorado and their "Kingdom Days" that they were never actually annexed by the US because they were left off a map; or Callaway County, Missouri and their Kingdom of Callaway because they seceeded during the Civil War and never rejoined. It makes a cute history and marketing for chambers of commerce but not a good POD for an alternate history.
