What if this is included in the United states constitution?

I think this ATL is quite unlikely, because as others stated attachment to states was quite strong among the population at the time that the Constitution was formed.

Nonetheless, if done correctly, such as provision could be more sensible than OTL.

One of my criticisms of federal systems is how they set sub-national divisions in stone, even when due to to population growth, etc, they become ridiculous. I've always thought that in the USA (and Australia, where I'm from) that many major cities would be better off a states themselves, given the fact that they often have very different social and political cultures to their surrounding non-urban areas). At least in unitary states (which is of course totally ASB in the USA or Australia), sub-national divisions can reflect current reality better.
