What if the US capital never left New York?

New York was a temporary capital but is where Washington was inaugurated. Suppose if rather than move the capital to a drained swampland with a miserable climate a different federal district was selected. The state of New York is paid x amount for the city (I have no idea how much would be a fair price) and allowed some special rights to still use its ports but the city is wholly federal domain.
How would the US have evolved with its principal city also serving as it's capital city? How might the city be different today?
 
If a TTL's version of the 'No building can be higher than the Capitol' law exists New York City would be unrecognisable. Especially if the skyscrapers instead are built in New Jersey.

That's not a real law. The real rule in DC is that a building can't be more than 20 ft taller than the street it faces. A street 80' wide could have a 100' building on it. And rules about building height only came into effect in the 1900s, well after NY buildings were reaching new heights.

NYC has/had similar rules about proportions of building to make sure that streets were getting sunlight which is why so many skyscrapers are shaped like they are, sort of a really tall stepped pyramid. People were afraid that building were going to be huge boxy monstrosities that blocked out the sunlight. The rules were relaxed regarding skyscrapers when the twin towers were built and huge boxy monstrosities were popular.

Do we assume the federal government assumes states debts? The move to DC was part of a deal between Hamilton, Madison, and Jefferson. If the capital doesn't move then the deal probably fell through. Maybe Hamilton got his plan through congress some otherway but as I see it this was the best deal he was going to get.
