What if the Thracians united in the sixth century?

Basically in this timeline when the Achaemenids cross the Bosporus strait and march into Thrace, the Thracian tribes bring all of their armies and lands under one ruler and manage to hold the Achaemenids at bay. Eventually they come to some sort of peace deal(perhaps the Thracians give them some towns or something) and the Thracians State continues to exist on the Achaemenid periphery.
 
I feel that a more centralized Thracian kingdom would be easier to control by the Achaemenids, not less. The satraps of the Empire were basically kings who provided men and tribute to the Persian King, and were not conquered nearly as thoroughly as the Romans would later on. The reason Greece was so difficult to subdue was because there were countless independent states and no overarching monarchy with which relations could be established. Thrace on the other hand, with its long and indefensible coastline, would probably seek an accommodation with Persia to avoid endless warfare with a vastly superior state, and would agree to provide men and tribute, thus being considered to be "conquered".

I agree that it would likely be conquered by the Achaemenid empire if it was a united state, which is why I made the distinction that it manages to remain independent and resist an Achaemenid invasion.
 
Maybe instead of having the Thracians resist the Achaemenids (which I'm not sure would be possible, at least not if the Achaemenids really set their minds on conquering them), it might be more plausible to have the Achaemenids encourage the unification of Thrace into one state in order to simplify relations, much as the Romans would later do with the Germanic confederations. Thrace could then be in a situation similar to that of Macedonia, i.e., paying tribute to the Great King, but still practically independent.
