What if the saxons had been pushed back

What if the remnant of the roman legions had stayed in Britannia and alongside the romano-british and celtic tribes had united and fought off the saxon invasion. Would this have allowed the proto welsh language to flourish and quickly see the celtic tribes establish a larger tribal kingdom as a result unifying the old roman province as a whole.

Eventually the 'welsh' empire annexing brittany and the isle of man and parts of northern france.

Would the welsh empire have as been as powerful as the british empire? With it having more links to the old western roman empire and the eastern roman empire as a basis for an imperial blueprint.

But also these exiled brits brought missionaries with them. If the saxons had not been victorious I feel the celtic people may still have advanced to brittany and established a client kingdom as part of a new celtic empire.

this may have spread to even iberia as celts in galicia and possibly the basque people uniting under the banner of the celts. this is just my opinion to be honest.
I long for a different world :p
