Norway gets taken by a coup de main or not at all.Perhaps I misread your original post as arguing that as Weserubung succeeded so could Seelowe. I think southern Norway would be difficult for the Allies to hold with the Jutland peninsular bases for the Luftwaffe
And why would German airbases in Jutland be a huge issue for southern Norway when German airbases in France achieved nothing over southern England? The absolute closest points between Denmark and Norway are about as far as Calais-Sevenoaks, and OTL the Luftwaffe struggled to even close the English Channel to shipping with much shorter ranges and lots more airfields. They’re not going to throw an air blanket over the Kattegat and southern Norway unless someone either gifts them the USAAF of 1944 or some air bases in Norway.
I’m not even sure Oslo/Stavanger are in ME109 range at all, if they are it would be max range all the time with all that means for operational tempo and loss rates. I think they would probably have to go for somewhere around kristiansand just because of the distances.
That’s not even getting into the issue of how the Germans would manage to land any troops. Norwegian coastlines are not generally suited to landing craft even if the German had any, and sailing up to a defended pier and climbing off the ship tends to be a high casualty operation.
