It came after I saw an episode of the old tv series Joe 90 who was an agent for the WIN (World Intelligence Network) set in the mid-21th century. The WIN was created from the merger of various agencies from the CIA to the MI5. And it come to what if the CIA, ATF and FBI had merged?
