DC stood the same? Like it withstood the assault? Um, not overmuch would change war-wise provided everything else goes according to history. The British would probably make peace sooner and with New Orleans to sweeten the deal there might be some territorial/boundary concessions made on Britain's part. Portions of what would become Michigan and other easternmost British possessions would be the most likely candidates.
Later British invasion? Hard to predict, considering how much that would change things. Maybe slightly better US army, navy's still not much in comparison to speak of. Probably a good amount of territorial expansion on the USA's part. All in all, worse war for Britain the longer they wait.
USA in Axis in 1914? You're referring to the Central Powers, and by this point you'd almost have to have a steered timeline, considering by the point of 1914 the world has probably been so butterflied by all of these events that the same events and alliances that defined WWI will not occur. Expecting the same Tokyo-Rome-Berlin Axis to be formed is even harder to consider.
