What if Texas stayed with the Union and accepted Lincoln's reinforcements?

For reference, there were a significant number of Unionists in Texas, especially among German-Americans in the Hill County (resulting in things like the Nueces massacre.) In the referendum, the votes were 46,153 for secession and 14,747 against, representing a significant (~1/4) Unionist minority. (Incidentally, the population of Texas at this time was around 600,000 so anyone have any idea why only ~60,000 voted?)

There were only about 100,000 adult white men in Texas. Some of those were immigrants not yet naturalized. Also, Unionists in many areas were intimidated or prevented from voting.
