What if Saint Louis got an NFL expansion team in 1995?

So in 1994 the NFL announced that Charlotte and Jacksonville would get NFL Franchises. At the time, the major candidates for expansion besides these two cities were Saint Louis and Baltimore (who both lost NFL franchises) as well as Memphis and San Antonio. The NFL had planned to add Charlotte and Saint Louis and the Saint Louis team was to be called the stallions. So what if you have the Saint Louis Stallions (this was the actual name of the team) join the league (i'm assuming they'd join the AFC)? What would happen to the Rams since I assume they would leave LA no matter what. What about Cleveland? Would they still move. Art Modell (their owner) was against the colts leaving Baltimore but was mad that he wasn't getting as much revenue when the Indians left Cleveland stadium. Would the Oilers still move as well. Their could be some interesting scenarios. Plus Kurt Warner probably never gets discovered and sadly is probably coaching high school ball in Iowa or something or is a grocery store manager.
 
The Browns still move to Baltimore and then the Rams move to Cleveland, the city where they started before moving to LA after they won the NFL Championship in 1945.

The Browns still go to Baltimore, but I am not sure if the Rams move to Cleveland.

I think that St. Louis was appealing to Rams ex-owner Georgia Frontiere because she was from there. However, if they get an expansion team that starts play in 95, I see them having to spend another year in LA.

Then, when Cleveland is granted a new Browns expansion franchise in early 96 (to start in 99), I don't know where Georgia would take the Rams at this point (except for maybe Houston to replace the Oilers, but I am not sure if that would happen).
