Considering his past in the Navy and his efficiency, what would happen if Heydrich was made Oberbefehlshaber der Kriegsmarine in 1935 instead of Erich Raeder ? Would he put greater emphasis on U-Boats or a Surface fleet ? How would it affect the battle of the Atlantic ?

From what I’m reading, he never really reached a command position and was even dismissed by Raeder for unprofessional conduct as an officer. Honestly I can’t really figure out what type of naval theorist he was; however he did serve on the battleship SMS Schleswig-Holstein so his only experience from what I can figure is of surface warfare.
 
Considering he's never commanded any ship himself personally, I'd got for worse even if its only marginally compared to OTL

It would take Raeder not getting appointed as the head of the Reichsmarine in 1928. Heydrich was far too junior to consider as he was only a sub-lieutenant when he was dismissed for improper behavior by Raeder. If another admiral was appointed in 1928, maybe Heydrich could have stayed in the Navy and received further promotions but head of the Kreigsmarine anytime in the 1930s is too much.
 
He was a junior officer and an arrogant psychopath who was kicked out for arguing with his superior officer when that officer called him out for breaking off a betrothal after sleeping with his betrothed.

So, not well. Dude was a decent number cruncher, but Admiral? He'd be a disaster. Shit morale, politically motivated decision-making, etc.
 
I thought he was serving on Naval Intelligence when he got cashiered? He was expelled too early to have an idea how good he would have been in the Navy anyway.

Heydrich was in the Signals Branch - he'd been transferred to an intelligence position, but this was SIGINT. Himmler, somewhat ignorant of the differences between various types of intel, was interested in him on the basis of a misapprehension.
