What If/Plausibility Check: The Ordinance of Normandy

So in 1338 a paper was authored by Philip VI of France. It detailed and authorized an invasion of England that would beled by the Duke of Normandy, supported by troops from all across the French realm. The aim was to divide the Kingdom of England between the Duke of Normandy and his nobles as a fief for the King of France. The plan never came into fruition and was used by the English as a casus belli later on.

First of all, would it at all be possible for the French to pull off such a feat?

If so, what would be the effects?
