What if Otto III's efforts to restore old Roman traditions succeded?

As Wikipedia so eloquently informs us:

Otto III made Rome the administrative capital of his Empire and revived elaborate Roman customs and Byzantine court ceremonies. During his time in Italy, the Emperor and the Pope attempted to reform the Church, and confiscated church property was returned to the respective religious institutions. Additionally, after the death of the Bishop of Halberstadt in November 996, who had been one of the masterminds behind the abolition of the bishopric of Merseburg, Otto III and Pope Gregory V began the process of reviving the Diocese. Otto I had established the Diocese in 968 following his victory over the Hungarians in order to Christianize the Polabian Slavs but had been effectively destroyed in 983 with the Great Slav Rising following the death of Otto II in 983.

Otto III arranged for his imperial palace to be built on the Palatine Hill[17] and planned to restore the ancient Roman Senate to its position of prominence.[20] He revived the city's ancient governmental system, including appointing a City Patrician, a City Prefect, and a body of judges whom he commanded to recognize only Roman law.[21] In order to strengthen his title to the Roman Empire and to announce his position as the protector of Christendom, Otto III took for himself the titles "the Servant of Jesus Christ," "the Servant of the Apostles",[17] "Consul of the Senate and People of Rome," and "Emperor of the World"

So what if he survives and his rule manages to set a precedent for all future Holy Roman Emperors, who would then rule from Rome. And what would the Senate do anyway?
 
I can't help but feel that to rule Germany you must rule from Germany.

At some point I kind of feel that he or his successors would find that the germans would reject him if he ruled from rome.

Of course the "Holy Roman Empire" might become a synonym for Italy then, instead of for Germany. HREIN rather than HREGN.

I have a thought of Otto possibly being able to get the electors and the various princes to work through the Senate as a way to keep an eye on them, which might have all sorts of effects down the line.

Otto III reforms were badly seen by Germans (and Italians for that matters) imperial vassals. Too much byzantine and restreigning their own powers.

And regarding the application possibilities of these plans...Let's say it was more wishful thinking, and trying to copy/paste mix of Byzantine and historiographical conceptions on a situation that was clearly different.

At this point, it would have resulted mostly on this :
Germany would be estrangered from Empire, ending in revolt with maybe up to the election of an anti-king.
Italy alone wouldn't have the ressources to live on independently, especially with a costly imperial renovation, as late Carolingian kingdoms demontrated; and imperial lands in Italy were quite limited to some regions, making his local authority even more challenged than it was IOTL in Germany : Popes and Italian nobility being more than reluctant to comply.
