What If: No or limited outside aid to Afghan resistance in the 80s

Do know if this has been done before, but what if, for whatever reason, there was no US aid to the Afghan resistance in the 80s and only limited help from Pakistan and the Arab states (lip service, but no real money, weapons, advisers, or volunteers). I don't expect this to be a glorious Soviet victory scenario, but how would it change Afghanistan (hopefully for the better) and perhaps change how the SU collapses (if it does at all).
 
Both Carter and Reagan will fund the mujahideen, so you need a POD which doesn't have either of them as POTUS, which is quite unlikely IMO.
 
What if theres an earlier POD with Islamic radicals that makes this an unwise or unpalatable move for the Pres and the CIA, thus leaving to the muj to be crushed by the Mongolian tactics of the Red Army?
 
Let's see...Iran feels threatened...perhaps either the Shah gets closer to the US (with ripple effects from the Islamic Revolution) or, which could REALLY be cool, the Ayatollah gets closer to the US. (Hey, at least Satan believes in God...)
Alternately, Pakistan would likely help the Muj very much...and maybe speed up their arsenals a bit more (while maybe getting closer to India...)

As for outside assistance, it would come. Fast forward to 1991. Not long After Iraq invades Kuwait, bombs rock Baghdad, Basra, Tikrit, Mosul and Kuwait City. A communique is released declaring Jihad against Saddam. It is from a group know as Al-Quaida, and is generously supported and funded by the Saudis.
