What If? No militarism in Japan.

What would be consequences? No militarism, no indepencence of IJA & IJN, civilian control over IJ armed forces, parliamentary system ( like in Britain ).

Following the death of the Emperor Meiji on July 30, 1912, Crown Prince Yoshihito ascended to the Chrysanthemum Throne. The final years of Emperor Meiji's rule saw increased government spending, notably for overseas investments and defense, with little credit or reserves available to cover it. When Prime Minister Saionji Kinmochi, who was appointed Prime Minister by Emperor Meiji and continued in that post after his death, attempted to cut defense spending, Army Minister Uehara Yusaku resigned in protest. The constitution required that the Army Minister be an active-duty general; however, no eligible general of the Imperial Army was willing to serve. Unable to form a cabinet, Saionji was thus forced to resign on December 21, 1912.

What if a Emperor decided that a civillian can become a Minister of War/Navy if a suitable military candidate can not be found?
So, no resignation of the Goverment, and in a few years Japan can become a Constitutional Monarchy by declaring that the Cabinet must enjoy confidence of the Diet ( House of Representatives ).
 
A longer-living, but still weak, Taishō Emperor would be the best way to go. The health of the new emperor was weak, which prompted the shift in political power from the old oligarchic group of elder statesmen (or genrō) to the Diet of Japan and the democratic parties. Thus, the era is considered the time of the liberal movement known as the "Taishō democracy" in Japan; it is usually distinguished from the preceding chaotic Meiji period and the following militarism-driven first part of the Shōwa period.

An interesting POD would be for Hara Takashi to survive his assassination in '21.
