How would WWII be different if Hitler had decided that since Deutschland didn't have any overseas colonies, and he didn't want any, that the navy would never be of much use. When he takes over he cancels all ship building that would violate Versailles, including all submarines, though continuing within treaty limits for coastal defense. Also, he may partially blame the navy for the loss of WWI, bringing US in, mostly sitting in port, communist mutinies, etc. Along with this some extra investment in naval aviation is likely, torpedo bombers, Fritz X, Condors, etc., though this violates Versailles but is useful for defense.
With less tension does Britain still guarantee Polska? Unused steel could have been used to make more of other weapons which might increase tensions with France, would they allow Munich Agreement, Anschluss, Rhineland, etc.? What else might have been made instead of ships and submarines?
