Napoleon might have partitioned Austria, but it's hard to see how the Hapsburgs don't get restored: Bavaria, Wurttemburg, Saxony, Baden, Mecklenburg (there's still 2 Mecklenburgs) and the remaining smaller German kingdoms, duchies etc would all want to see a near equal to the enlarged Prussia, as would England and the restored Bourbons and the Netherlands. Probably Russia too, rather than see some new unstable kingdoms near a still large Ottoman Empire (the Orthodox slavs are still under Ottman rule.) They were terrified of revolution and exhausted by war so they wouldn't be able to envision a stable Europe without an Austria.
