What if Mongols adopted horse artillery?

Well I suppose if they had the tech,

They don't. 200-400 years gap.

Horse artillery needs roads. Off road move destroys everything. Hose artillery became reliable with Napolemon and remained road bound most of the time (save during battles and then only at low speed).
 
Besides. Logistics.

The Mongol Horde was so effective because it was, essentially, a selfcontained unit. They travelled with herds to feed them, and they could make their own bows and arrows as needed.

Once you add cannon to the mix, you have to lug the cannon along with you from wherever tour industrial base is (China?), and when they wear out, get lost, captured, or blow up, you have to get replacements from possibly thousands of miles away.

Similarly for gunpowder, really.
