What if Germany and Italy had build the Piaggio P-108

The Axis had a Hvy 4 engine Bomber in the Piaggio P-108 .
What if they build them in numbers in 1941 to bomb England .

If they had built them in numbers, there would be more of them. The Piaggio was like a Ferrari, in that the production numbers were very small. Focusing Italian manufacturing exclusively on P.108 production would not have sufficient output to wage a campaign. And then, there would be no other Italian aircraft. It is very unlikely that German help with production would be forthcoming, since the He-177 was their chosen one.

And the HE-177 was such a great airplane

The P.108 has been likened to the B-17 in general characteristics and comes out of it quite nicely, but the B-17 was produced in numbers and was involved in a campaign. A handful of bombers don't constitute a campaign unless loaded with nukes.
