I don't think it's possible, Iraq was at that time still a semi friend (to the USA/Western Countries) because it served as a barrier against Iran. It's only a bit later that Iraq became an enemy. North Korea was always an enemy, I cannot see Gerald Bull working for them in even a covert way.
What you would be looking for is Gerald Bull's Soviet doppleganger (Gennady Bullski??), much more likely to be working for the North Koreans.

Would it be a big stretch for Saddam Hussein to contract out the component fabrication work to the Norks? Thus effectively giving the plans for both versions of the superguns.Maybe we're approaching this from the wrong direction; Bull probably wouldn't take a contract from North Korea, but that doesn't mean he couldn't end up working for the Kims. Given the North Korean track record, it would hardly be much a stretch to propose North Korean agents kidnapping Bull and subsequently forcing him to work for them.
