What if Franco Democratizes Spain.

In OTL We Know that democratisation only came due to Spanish King tricking him, Now i know this is unrealistic, but its not outright sealion, so what if Franco decides to negotiate with Democrats and democratize, realizing that his Regime wont survive his death and so this way he atleast has opportunity to shape what comes after ?.

What would happen ? How would the result look ?

That must be a different universe. Anyway as it is the "transición" and it's compromises is quite cuestioned nowadays by the Spanish left. Franco retiring in life an allowing a pseudo democracy under the king as a nominal head of state (with everybody knowing whom the army is really loyal to) would only work as a masquerade.

Would any dictator, specially one who is keen to accept the likes of Otto Skorzeny in his country, ever accept parliamentary rule and be willing step down?

I think it’s more likely to see such a thaw had the republicans/communists won the civil war. Franco seems like a lost cause from the get go.
 
Franco is not going accept any democracy at least not voluntarely. Only ways would are:

1. Massive international pressure and every nation saying "We don't trade with dictator whom had good relationships with Hitler!" And Franco has step down. But I can't see such scenario happening. Democratic countries don't really care about that and can trade with dictators.

2. On some reason every Spanich city see demonstrations of hundred of thousands of people and Franco is enforced call free and fair election. But even that I can't see happening. Franco's Spain was totalitarian state which not just allow people go to streets. And even if there is some demonstrations, Franco just would send army and it is very loyal to him.
