What if EU membership remained restricted?

What if the EU remained limited to France, Germany, the Netherlands, Belgium, Luxembourg, Spain, Portugal, Italy, Denmark, Sweden, Austria, and Finland, leaving out all the other states of Europe? How would it have evolved economically and politically without the various smaller states and the UK?

First, i think that if Spain joins the EU, Portugal and Greece too. On the other hand, probably speaking about butterflies, the question point is UK, cause IMHO it was seen like the less proeuropean member, De Gaulle blocked its membership during several years.
Maybe a more integrated EU is the correct answer.

Why would Spain join but not Portugal? Why would Denmark join when the UK didn't?
Forgot to include Portugal to the list, they were meant to be there. The UK isn't in because the EU in this scenario isn't willing to make the concessions needed to get them involved.
