The problem with the Cape is you basicly have to change the ending of the Napoleonic wars. It is not as simple as a slightly different congress of Vienna. You probably need to avoid the Kingdom of Holland* and/or the annexation of the Netherlands by Napoleon. Besides that I think the Batavian republic must actualy start to oppose Naopleon and France, or at least remain neutral. That is not an easy feat for a country that is hardly more than a French puppet. These things would change post Napoleonic Europe a lot, possibly beyond recognition. Besides a different Netherlands (would the house of Orange restored or would it remain the Batavian republic, would the Netherlands gain Belgium, would Belgium still rebel, would the rebellion be defeated, etc?) You would create an entirly different Prussia (they got as much land as they did because of their role during the Napoleonic wars). Would you even get a congress of Vienna in which all European nations traded parts of their country for other more useful parts? Europes map would look a lot different. Speaking about a scramble for Africa in such a situation is irrelevent as you first have to establish how Europe looks. Besides Europe you have to look at the current colonies in Africa, which is sure to be different. The Dutch control the Cape, which is a major difference for the British, as it was probably their major African colony in OTL Africa. So without the Cape, were would the British be? Would they start a colony in Natal, or maybe on Madagascar? Would they actualy care for Africa ITL? What would have happened with the French colonies after the Napoleonic wars? Would Britain (or other allied nations) keep them? Too many differences with OTL scramble for Africa I am afraid.
*To be fair in my timeline that is on an hiatus at the moment, I had Louis Napoleon regain the Cape, but I consider it relatively unlikely to happen.
I am not saying it won't be different, I am saying that the scramble for africa was "inevitable" (well, nothing is really inevitable, but it was likely anyways).
