What if Confederate officers and politicians are not pardoned

Instead of killing Davis and Lee etc. what if the Federal government refused to pardon any Confederate officer of any rank higher than captain and all rebel politicians? They aren't imprisoned or killed just stripped of the right to vote or hold office.
 
I think that there would little "martyr" effect as they are still living and free but the elites would have far less influence. Many of the high ranking officers were of the planter class and they could not hold office or vote. Their money was largely lost during the war (with some exceptions) and politicians would have far less reason to appeal for their votes. The politicians would have to come mostly from the middle class and they would have to mainly appeal to poor Whites as they have the vote.
 
Some Confederate officers *weren't* pardoned historically IOTL. I think that what would happen is a prolonged bit of White Leaguer/Klansman murdering of all white and black liberals who would oppose restoring Confederates to rule until the North gives in just like IOTL.

Most were though along with most Southern politicians. Even Alexander Stephans the VICE PRESIDENT was pardoned. Most CSA politicians returned to being USA politicians after the war. In this case none would be. I think without a vote or office they would have far less influence. The South might even become Socialistic most of the upper class in the South won't have either offices or votes.
