How do you isolate a Security Council member with a rapidly growing economy? Everyone just gives them the cold shoulder? Opportunistic regimes will line up to get good trade deals with the huge marker and investor hub that China would still be for some time. In fact, promoting a warmer relationship with China could boost the anti-Yeltsin groups in Russia as long as China's economy doesn't go crashing down. North Korea might find itself in a better position and avoid making nukes. Partially because China has less rice and grain for them and this would make investing into nuclear research even more insane.

If most developed countries do manage to impose some kind of sanctions onto China despite the great interest their capitalists have in investing there, other less developed states would get more investements, it could even mean less deindustrialisation in the West.
