What if Canada, the Soviet Union and America was part of a confederal union?

Here is what I think a country like this would be like:
“The Soviet-American-Canadian confederation is a confederation comprised of the United States of America, Canada and the Union of Soviet Socialist Republics. The member states of the Soviet-American-Canadian Confederation retain much of their sovereignty and have their own constitutions, legislatures, court systems and executive branches. The government of the Soviet-American Confederation governs foreign policy, defense matters and welfare policy. The Government of the Soviet-American-Canadian Confederation is a democratic liberal constitutional republic with a head of state democratically elected by the people of the United States of America, Canada and the Union of Soviet Socialist Republics every 4 years. The members of the legislature of the Soviet-American-Canadian Confederation are elected by the people of both the United States of America, Canada and the Union of Soviet Socialist Republics. The head of the Soviet-American-Canadian Confederation runs the executive branch of the Soviet-American-Canadian Confederation and proposes bill which are voted upon by the members of the legislature of the Soviet-American Confederation. If a majority of the members of the legislature of the Soviet-American- Canadian Confederation vote in favour of a bill it becomes law in both the United States and the Union of Soviet Socialist Republics. In order for the Soviet-American Confederation to go to war or entering alliances the legislature of the Soviet-American-Canadian Confederation needs a majority vote in favour of a war or an alliance. The constitution of the Soviet-American-Canadian Confederation requires the government to work for the benefit of all it’s citizens.

I think that in order for this sto happen is that the Cold War would need to end and the people of the 3 nations would need an incentive to be part of a confederation. The Soviet Union would need to liberalize, abolish it’s communist system in favour of liberal democracy, follow human rights and abandon the Brezhnev doctrine and certain allies such as North Korea and Afghanistan . If such a system worked then this country would be a hyperpower with a population of more than 500 million and a gdp of tens of trillions of dollars.
 
I think that the without the Cold War the world might have been peaceful. In this scenario when 9/11 occurs Afghanistan, Iraq and maybe Iran would have been invaded and underwent regime change. North Korea might have still been around but China might have been kept in check by the western powers. Thus the west might be the most powerful bloc in the world.
 
Well, it’s a unique choice for a federation. Even if the Cold War tensions were not there, why would Canada and the US suddenly decide not just to federate with each other but also with a nation that has a completely different cultural background, language, government and legal system? Particularly since they were not that keen on either the Russian Empire or the Soviet Union that came before?

How has the Soviet Union not only undergone some out of left field democratization but also decided to federate with a couple historical rivals (to varying definitions of rival).

A premise this out of the blue is going to need a lot of build up to make it anywhere near plausible.

There is no way in hell the US and the Soviets are confederating. Even Canada and the US would be a bit unusual, even if not as off the wall as the Soviets confederating with anybody ever.

Even that is highly unlikely since US and Russia come from such different traditions their communist parties would go their separate ways just like Stalin and Tito did.

There is zero chance anyone in a democracy would vote for this. Unless it's some other ideological world-state like the Technocracy Movement's "global technate" it's not happening.

The only way this happens is if we postulate a post-apocalyptic WWII scenario where Europe is Silverplated from the Pyrenees to the Volga in an "Atomic NAZI Regime Rubout and Removal" and the Americans and Canadians are the last organized and badly damaged survivor nations of that holocaust trying to pick up the pieces of a shattered Eurasia. What remains of Russia "could be occupied" just to keep the area out of the hands of successor Chinese communists and to use the resources to rebuild Russia as the "new Wild West / Yukon frontier" and to restore human civilization in general.

Assuming OTL population growth, Soviet representatives will become dominant in the confederate government due to demographics. You might even end up with Stalinists* in charge.

* – Although when Khrushchev came to power and denounced Stalin & his Personality Cult, ever since the democratisation and removal of censorship in 1990s the opinion of the Russian people towards Stalin has been on the rise to the point where the latest polls show more people have favourable view of him than negative view.
