What if Bobbie Kennedy never runs for President?

A lot of people say that if Bobbie Kennedy had not been assassinated he would have won the 1968 Presidential election and they have speculated on how that would have changed history.

But what if Bobbie Kennedy had never run for President feeling he could be far more effective bringing about change and helping people as a United States Senator? As a result, for many years we have two Kennedy brothers in The US Senate, Ted from Massachusetts and Robert from New York. What would that have been like? How would it have changed things?
 
After 1963, he will run for President no matter what. Not running is not an option. Bobby, in contrast to Ted, is not a parliamentarian (though much more effective as a Senator than Jack): the Senate was a step to the White House, not a place where he'd spend the rest of his active life. Doesn't fit his executive-minded personality. Like Clinton (whose seat he held), he's at the bottom of the seniority ladder and will not get any prestigious posts until well into his second term (circa 1973), so there's no point.
