Maybe not, but I don't think that would matter to Anne as long as she is seen trying to help Mary remain legitimate. If she is refused, well, no one can say that she didn't try...
Some might even start to consider Mary unreasonable for not accepting Anne's help.
 
Anne isn't going to ask Mary if she (Anne) decides it's the fastest way to solve the matter; Anne will convince Henry and it will go from there. What Mary (or Katherine) want will be irrelevant at that point.
 
My guess is the same as before: married abroad so Anne can get busy having them babies and giving Henry sons. At this point, they (H&A) believe Anne will have a son. The question I have: Timing of the decision? If Anne gets a brainstorm after the adjourning of the hearing by Campeggio, it's possible that negotiations with Charles V (Mary will remain Princess & ahead of Anne's daughters) will result in a papal decision against Katherine that includes the legitimation and status of Mary within it well before 1533. We might be seeing a Boleyn-Tudor in 1531 or 1532.
 
It might be, if they can spin it. Mary's got a Spanish mother, and they are perpetually at odds with France - Scotland's best friend in the world. Anne would have to convince Henry and Francis as well as James that it's a good idea (maybe a preventative measure?) in order to pull it off.

Let's not forget, Jimmy was getting impatient with François failing to fulfill his side of the Treaty of Rouen (namely the part about giving Scotland a French princess), and he started making eyes at a bunch of other people: Dorothea of Denmark; Caterina de Medici; Mary of Hungary and a few others. So, if François is a little bit more worried about Madeleine's health, or takes too long for JImmy's liking, palling up with your cousin in England or the Habsburgs encircling France is not a half-bad idea. And what better way to do that, than by a marriage to a Habsburg cousin.
