What if all countries had to use Cross of Burgundy style flags?

How do you add an outer fimbriation to your crosses of Burgundy? I use Photoshop, and it doesn't seem to work at all for me.

There may be other ways but the way I do it in photoshop is this:

1- create a layer with only the cross and call it "cross"
2- use the magic wand tool to select the cross
3- create a new layer under the cross layer and call it "contour"
4- go to the contour layer and increase your magic wand selection to the size that you want
5- fill the selection with the colour you want for the contour.
6- deselect and go back to the cross layer and select the cross with the magic wand again
7- move back to the contour layer and move the empty selection until the external lines of the "spikes" line up
8- use a paintbrush to fill in the empty spots and move the selection around some more to fill the other parts.
9- once you've done all the spikes on the contour in one of the 4 branches, simply copy paste and mirror to the other ones. Assuming the cross you began with was simetrical, it should match perfectly.

Note that it is easier to line up the empty selection to the contour with high magnification and if you have a background layer with a colour that contrast both the cross and contour. Otherwise you might end up with corners that are off by a few pixels.
