What if a Superman large budget movie in early 40s?

In early 40s Superman was quickly become a very popular charapter.
Comics, daily and sunday strips on the magazines, radio, cartoons, books.
What if Hollywood had decided to make a Superman large budget colour movie in 1944-45?
Remember that in the same years we had some fantasy big productions:"The thief of Bagdad" and "Kismet",for exemple.
You think that in 1944 the special effects could be goods with adeguate budget?
And which mayors, which director and wich cast?
My dream cast is:
Director-Rouben Mamoulian
Clark Kent/Superman-Tyron Power
Lois Lane-Gene Tierney

Well, Orson Welles was reportedly a comic book fan and tried to make a Batman movie, at one point in the late 40s. It didn't happen because Welles wanted to play Batman and the studio wanted Gregory Peck. Their difference of opinion killed the project, but if Orsen Welles' Batman had been successful, then yes, you might very well see a big budget Superman movie, perhaps sometime in the early 50s.
