What Happens to W. Virginia if the CSA Retakes It?

Like it says in the tin, lets assume by some scenario the CSA wins, holding the original 11 states minus W. Virginia.

Sometime around 1885 the USA launches a second war with the Confederacy, possibly due to some border issue, doesn't really matter, the CSA is attacked.

In a 4 year long war, the Confederacy retakes West Virginia and and manages to convince the Kentucky state government to secede and join.

How would W Virginia be treated, would it be reincorporated into Virginia, or become its own state?

What would happen with Kentucky, with the former Kentucky-Tennessee line having been an international border for 20 years, will it integrate well into the Confederacy?

For scenario sake, lets assume the CSA slowly strengthened the federal government to where the nation is stable, and the President is someone like JEB Stuart.

What happens?
 
This is extremely unlikely for many reasons, West Virginia has the natural protection of the Appalachian Mountains to protect it from any Confederate offensives - which can be easily bogged down by the U.S. Army, the population is also rather pro-Union for obvious reasons, and will fight tooth and nail against the Confederates; through there are many who would collaborate of course.

If the CSA managed to retake West Virginia through, the territory would likely be reincorporated into Virginia, and you'd see a widespread crackdown of Unionists and blacks.

My main thing isnt HOW it happens, but how the reincorporation of W Virginia goes.

There was grumbling even during the war about Virginia's disproportionate influence in the Confederacy. The capital was there, the commanders of the two major armies and a very large portion of the corps and division commanders were Virginians, and so forth. I would expect the other states in the Confederacy to object to the reincorporation of West Virginia into Virginia, as it would make an already too powerful state even more so.
