What happens to the Mafia if Masseria gets to Luciano before he can kill him?

I've been reading up on mafia history lately and I got thinking, what would have happened to the Mafia in America had Masseria succeeded and killed Luciano before he could eliminate him? Luciano is credited with creating the strictly organised way of operating for the Mafia by establishing The Commission. If he dies, what happens ? Does The Commission come about anyway, or will the mob go on as a loosely organised group of criminal families with a more fluid change in loyalties and more constant warring with each other over time?
 
Usual concesus is the latter. Less agreement & organization. Beyond that Luciano had a bit better than average ability to negotiate with the government.
 
The atmosphere of constant mafia wars that prevailed in the 20s was unsustainable, but without Luciano there wouldn't be anything as formal as the Commission.
