What happens if WWIII (1998 Film) really happened?

There is a movie in 1998 called "World War III" directed by Robert North, is a fictional documentary of the events leading up to World War III in 1990, the Third World War seemingly lasted only a month with Germany reunified and massive rebellions in East Europe countries, but the movie ends with the Soviet Missiles systems malfunctions causing a thermonuclear war that implies the end of humanity.
But what if this was a reality? What if, minus the thermonuclear stuff at the end, World War III really happened and lasted a month in 1990? What happens next? Would President George HW. Bush win re-election? How would everything change? How is the relationship between America and Russia? Would 9/11 still happen?
Lots of questions, but curious subject matter.

Without having an explanation as to why exactly the war ends it is pretty much impossible to say anything concrete.
I agree with Cleo why does the war end or not turn nuclear? Also why is the war simply restricted to East Germany? Still an interesting senario to think about.

Then how is there a documentary? This seems to suggest that there was a large scale nuclear disaster, but mankind managed to survive it, and that everybody in universe watching the film would already know the outcome, hence why they didn't show the actual thermonuclear war, just the beginning.

End of humanity it may not be, but the fact that it just ends in a nuclear exchange screams to me sequel hook were it not for the part about "no further historical record of what happened next", even though at least the likes of Threads and the Day After showed the aftermath, as horrible as they both are to an extent. But at least compared to an exchange in '83 to '84, '90 would be better in terms of less nukes but still horrible for obvious reasons. One thing's for sure though, China might somewhat come out on "top" as well as the Global South, somewhat, pending on how they manage the post-nuclear chaos, ditto with the surviving nations.

A more likely scenario might be a power struggle between Gorbachev and hardliners that Gorbachev wins, he then cleans house and calls for a cease fire before any nukes are launched.
