What happens if Theodore Roosevelt doesn't die in 1919?

It's a pretty safe bet he'd have won the presidency if he had run in 1920.

Would he have been able to get much Progressive legislation through, or would Congress have been too conservative? I know the 1920s Congress was conservative IOTL, but I have to wonder how much that's because Harding and Coolidge were setting the tone for Congress and the Republican Party as a whole.

Would the GOP be a different party to this day? Is it even possible that the GOP would currently be the more liberal party, while Democrats would be the more conservative party?
 
Would TR even run in 1920? Him had already declining health and he hardly would had lived much longer. His health would be still terrible even if his son Quentin wouldn't be killed in WW1.

If he didn't go on the River of Doubt voyage in 1914, where he almost died of malaria and infection, his health wouldn't have declined so rapidly. I'm assuming that the PoD in a "Teddy Lives" scenario would just be that he doesn't go on the journey in the first place.

EDIT: And in any case, he'd run. He was planning on running anyways, he loved being president, and he never let ill health stop him from doing what he wanted. He might not survive a full term in office, but he'd run and he'd almost certainly win.

I don't think Roosevelt would have cared about undoing Wilson's racial segregation of the federal government. I was talking about Roosevelt's progressivism on economic matters.

In 1920 any Republican would have won easily. Journalist Charles Willis Thompson even joked that they needn't have bothered to nominate anyone at all - they could just have fielded unpledged electors, and the people would have voted for these and allowed them to choose the POTUS.

TR might do less well than Harding among German-Americans, so almost certainly doesn't run up the four to one majorities that Harding received in WI and ND; but the outcome wouldn't have been in the slightest doubt.
