What happens if Germans completely isolate Leningrad

So lets say Fall of 1941, the German get far enough around the east side of Lake Ladoga to take both Volkhov and Tihkvin and manage to hold on to them against Soviet counterattacks in December 1941, Leningrad is more isolated than OTL. Thousands are dying every day (even more than OTL)

Question 1: Does Stalin ever allow the city to surrender???

Question 2: Would then Hilter accept such a surrender???? (My understanding that the answer was no)

Question 3: Would even the doubters across the world have no doubt the Nazis were completely evil if they refused the surrender and starved everyone in the city to death? Seems like a bad PR move for neutral opinions and neutral opinions were still important to Germany (Chrome shipments from Turkey etc...)

Question 4: Would the city then just surrender to the Finns instead?

Question 5: Since the Finns don't have the extra food, and are not at war with the U.S accept some deal where the U.S. ships grain to feed the population (via Petasmo)????
 
Stalin is unlikely to ever allow the city to surrender. However, cut off and on its own, the local population and commanders will likely make their own decisions ala Paulus at Stalingrad.

If the military formations in the city surrender or not, Hitler is going to have a lot of prisoners once the city falls. Their fate will be the same as all other Soviet POWs. Very few are unlikely to survive the war. Those that do will probably be sent to the gulag after the war by an angry Stalin.

I doubt Hitler will starve the entire city to death prior to marching in troops. At some point German troops are going to march in so that Hitler can redeploy the army. The people aren't likely to be fed though, but like a lot of other German atrocities, there may be rumors, but no actual proof until after the Red Army marches in after a few years.

If the US ships food, there is almost no chance of it actually getting to the people who need it. Hitler wants the Slavs exterminated, and the Nazis have a rather excellent record at stooging the Red Cross and other relief organizations.
