What effects would a Chu united China have?

The state of Chu was one of the largest states in the geographic area of China before its conquest by Qin. Reportedly it was rather different from the other states in culture and focus. So what effects would this bring if the Chu were the ones who united China? Would the Xiongnu still form for example?

I would assume that if the Xiongnu didn't form that there would be another confederation in their place. Whether or not this confederation would be of the same size and character as the Xiongnu would depend on Chu's policy with respect to the "barbarians". Qin was rather aggressive.
 
I thought you meant what if Xiang Yu defeated Liu Bang, creating the Chu dynasty rather than the Han dynasty. That would also be an interesting POD, though I don't know enough about Chinese history to develop it.
