What countries would a third bloc have appeal

What countries or regimes would a pseudo-fascist or nationalist third bloc lead by a third superpower have appeal in during the cold war

Strasser over in Paraguay? The issue with any third block in the cold war is that you need to have some driving force, and a patron, before any real third block gets off the ground. There is a reason why the non aligned movement was pretty much irrelevant from the time it was formed.
 
Argentina, which was ruled by Peron, a fascistic dictator.
Peron was no where close to a fascist (the man was friends with Che Guevara for God's sake).
And it's actually debatable whether he was even a dictator.
After all unlike every other South American strongman, Peron is near universally admired in Argentina today.

The problem is that the countries that were closest to being fascist--e.g., Franco's Spain--were dependent on the US, and they knew it.

Wouldn't they have at least tried to play the US and a Third Superpower against each other for aid

What if a Third Bloc is centered around Spain ? Maybe Rhodesia and South Africa are alinged with Them later ?

Fascist Italy stays out of WWII and continues to be a great power?

Nationalist china, even if it won would be a regional power only up until the eighties at best. They would need to do a lot of reconstruction at home, and if they chose to be a third way style power they wouldn't get the investment from the west that they needed in order to recover. On top of that the Chinese have traditionally been inwards focused, that would probably change over time but with the nationalist winning i would bet that it would take more time then it has in OTL as the traditional lines of thought would have continued, and strengthened.

Fascist Italy is an interesting thought exercise though... not sure how much money they would have though. I've never really studied them as a nation. Still thats probably your best bet, although they would probably start out focused closer to home with the Balkans being their empire, and given the Balkans i'm not sure how much energy they would have for true foreign adventures. Still they might decide that they need foreign resources. Perhaps their journey into third power status starting with South American trade to support their European ambitions?

Would a more stable china post 1911 combined greater Sino-German Cooperation pre-world war 2 be able to function as head of a third way bloc. Could a need for resources help make china more outward focused

China's issues have never been resource based. Instead its industrialization, and the old line aristocratic system which would have kept a nationalist china as a third rate power. Cooperation with Germany wouldn't really be able to do much for them. Pre WWI there was the issue of the Kaiser and his troops actions during the Boxer rebellion, post WWI Germany is a wreck and they never really got out of that hole. Additionally a stronger nationalist china will be if anything more inwards facing, trying to strengthen itself to avoid a repeat of the century of humiliation. The west, or any outsider, isn't going to be seen as trustworthy for a while. It's only when the old line of Confucian thought on the outside world is discredited or changed that China will be ready to become an international player. Even then they are going to worry about the areas near their border first, and only move outwards once they are convinced that those regimes will be firm in taking the Chinese line. After that i could see them moving into Africa... but even if everything goes perfectly for the Chinese they are going to be a late entrant into the cold war, if the cold war drags on a bit longer, as any kind of power player. They probably would be a major regional player, and one which could effect the policy of the two sides, but i can't see them taking the lead in forming a third force until the eighties or nineties at best and by that time the cold war would be winding down assuming that everything goes as OTL.
