What countries could have become North Korea-esque dictatorships?

Depends on how they unify the various groups. The North Koreans had thousands of years as part of Korean states or statelets, further unified by Japanese occupation and past Chinese invasions and brutality to prevent Japanese occupation. For Pakistan the borders may be too porous, and there is the issue of the Pashtuns, Baluchi, Kashmiri, and Punjabi having large portions of their brethen in India, Iran, and Afghanistan. Perhaps there is a more complete and concerted effort to expel Muslims from India, and then the efforts of West Pakistan to make Urdu the official language becomes more complete and they try setting down a Year Zero on culture? East Pakistan, as in Bangladesh, may be another interesting option. Depends a lot on a early POD relating to Bengal, Assam, Bihar, Orrisa, etc though.

That would depend on whether or not they shared a border. So if India somehow decides not to invade and annex Jammu and Kashmir, then Tibet might have some minor border disputes with Pakistan as a large portion of the region is or was Buddhist. Maybe they also have disputes with India in the east over their borders, and will problem go for the maximum historical claim against China, though they would mostly just try to isolate their country like they did in Bhutan. Basically it would be a hermit kingdom, of which Americans would not have parades about supporting or reinstating a theocratic feudalist overlord. Anyways, Tibet might still try to trade with the outside world for more weapons. Their best bets in a China or India which is fractured and allows them a corridor to Southeast Asia. They might get along peachy with Myanmar and Sri Lanka.
