Nigeria.

Population, coal, iron etc

Nigeria coal mine is tiny. It is nothing more than a small niche, one off mine. Arkansas has better coal reserves than all of Nigeria. Now there is lot of good quality iron ore in Africa. If you want to make iron in Nigeria, you will be doing it with electricity and carbon from natural gas. It is a fairly late development, roughly around 1900 it becomes practical, and by this time, you might as well go for the aluminum which is also becoming practical.

Okay, let's presume that any region in Africa or Latin America has the best political situation possible, but what specific regions, like what rivers or specific locations in Mexico for example, would be best for industrialization in the same way that the Ruhr area of Germany is or was it's main industrial center. Also let's not try to change the boarders of Latin America, instead let's keep it to OTL boarders.

South Africa. And to some extent the areas north of South Africa. Africa has a lot of issues you have to deal with that you don't in Europe. Malaria is a big killer, and probably reduces productive work hours by 25%. African sleeping sickness keeps large areas with low human population. Tons of other parasites adapted to humans. When humans left Africa, we left a lot of our disease behind. This pattern is common with animals finding new habitats.

The Limpopo River basin, Nigeria, Egypt (for light industry) and the Great Lakes basin are all areas I can think that could become manufacturing hubs.
