It appears that Austria was divided temporarily into four zones of occupation after World War II, just like Germany. Vienna was broken into four zones, just like Berlin.

What would have happened if Austria went the way of Germany with the Soviet zone becoming a separate state (with Vienna having an exclave of whichever state didn't surround it, like Berlin)?

If the Soviet zone was too small to survive independently, maybe it could be tacked onto some other country for better Soviet administration.
