Were any Soviet missiles targeted on Israel during the Cold War?

There has never been any sort of official list of targets publicly available for either side, for any of a hundred different very good reasons. So the short answer is: we don't know for certain.

If you're researching for a timeline or a story or something to that effect, it seems reasonable and I wouldn't think you'd be particularly out of line to assume there was one set aside for Tel Aviv.

Unquestionably, although the chances of either superpower releasing their targeting lists in the lifespan of anyone current breathing is minute.
 
There are targets and there are targets. Basically someplace like Israel, for example, would unlikely to be a target early on unless prior to the kickoff it had significant US forces there or using it as a refuel/replenish base. In a nuke war scenario you hit the targets that can hurt you first, then go down the list. You also want to have toys and delivery systems left over towards the end (he who has the most toys wins...)
