I don't think that weirdest would be right term, but traditional Tibetan Buddhist nodes of government enduring would give the world a state with an unusual form of government arguably at once theocratic and secular.

I would nominate the Brooke Kingdom of Sarawak to be among this. An English family willingly made rulers of an area nearly the size of England full of indigenous peoples is not something you'd expect in 19th century history. And it lasted! for 100 frigging years!
