You could get a Fascist Russia out of an early Central Powers victory in WW1. In this scenario, the Russian Empire would be a constitutional monarchy (NOT a constitutional autocracy like it was 1905 onwards), with some hard-line nationalist government at the helm. Pan-slavism would definitely be one of its key ideologies, which would spark revanchist feelings against Germany and whatever she's gained in the East, as Russia will likely claim these. It will almost certainly have strong anti-Semitic elements, being present in OTL Russian Empire. Maybe even anti-Islamic ones, if beaten by the Ottomans in this scenario.
However, to the original scenario where the Whites won the RCW and a Fascist party emerged dominant, you'd likely have all of the above, without the monarchy and the anti-Islamic elements. You may have gulags being built decades early.
Mind you, I think that the former scenario is more plausible.
