Due to concerns over the possible encroachment of our territory by the Americans, His Imperial Majesty has decided against the motion of selling our possessions in North America to the United States of America. It is with utmost importance that you notify all negotiators of His Imperial Majesty's decision. Undoubtedly, He expects you to fulfill your duty to the Empire, and to our Tsar.


The Office of His Imperial Majesty, Tsar Aleksandr II Nikolaevich, The Emperor Autocrat of all the Russias, of Moscow, Kiev, Vladimir, Novgorod and his other realms and possessions.


CHALLENGE:


Design the flag for an Alaska that was never purchased by the USA, with its capital at Novoarkhangelsk (OTL Sitka). Your entry may pertain to one of the following options:


Option 1: A fully integrated Russian majority Krai of the Russian Federation, assuming the butterfly effects of this are minimal and history continues as it was OTL during the 20th Century.


Option 2: A Russian majority independent Alaska, who won independence after the 1917 Revolution with the backing of both the British Empire and the USA. This Alaska may be a Republic or Kingdom, but is hostile to communism


Option 3: An Aleut majority independent Alaska, who won independence after the British Empire intervened on their behalf. Again, this Alaska may be a Republic or Kingdom, gaining independence during the October Revolution and is hostile to communism


Option 4: An Aleut and Canadian dominated region absorbed into Canada, with the decision by the Russian Government that selling Alaska to the British would pose less of a threat selling to the rising star of America. This happens in the run up to WWI.

Following the 1872 discovery of gold in Russian North America (also known as Aляска), many Russians, especially the younger sons of powerful families, moved to Aляска.

In 1917, Tsar Nicholas II abdicated in fovor of his brother, Grand Duke Michael Alexandrovich. Grand Duke Michael, however declared he would not take the throne unless the Russian people voted to continue the monarchy. In the mean time, he recognized the provissional government as the de facto executive.


After Grand Duke Michael and his wife were placed under house arrest in August, he began to fear the worst. The Grand Duke and his wife immediately began secret preperations to flee the country if they recieved the oppertunity. [Small butterfly, OTL he didn't start preparing until mid-September when he was released from house arrest...]


When they were released from house arrest in mid-September, they were ready to leave, and were able to slip up the Finnish coast (part of Russia at the time) and then out of the country by boat to Sweden, and then on to England.


After the October Revolution, Aляска broke away from Russia, and declared itself a constitutional monarchy, with legislative power being held by the Duma, and executive power being shared equally between the Tsar and the Prime Minister, who would be selected by the Duma from among its members. They recognized Michael Alexandrovich as Nicholas II's successor and declared him Tsar Michael II. Relizing he was wearing out his welcome in England, Michael immediatelly accepter the throne and set sail for Aляска.


The flag of Aляска was formed by placing the Big Dipper and North Star (a symbol the people of had claimed for themselves) on the Russian Tri Color, and then placing the Coat of Arms of the Russian Empire on the hoist of the flag, expanding the Or of the outer shield into a a vertical stripe.[/FONT]

History
:

In April 1877, Russia declared war on the Ottoman Empire. However, the British and her continental ally France (relations with Prussia-Germany soured with the Franco-Prussian War) were to once again support the Ottomans against the Russians as had been the case during the Crimean war.

Taking advantage of the lack of troops in the Eastern Provinces, the British invaded Alaska through Canada and had complete control by early December, 1877 with the last pocket of Russian soldiers in Nickolayburg surrendering after 3 weeks of siege.

Deciding it was not feasible to governing Alaska as part of Canada, wary of the large Aleut population, it was decided to give Alaska its independence as a British Protectorate.

The official handover ceremony was held at Novoarkhangelsk, renamed Sitka, on 18th March 1878, and the Alaxsxaq Aleut Republic

The flag was designed by Taangağ Sheremetyevo (Russian names were forced upon the locals during the time of Russian rule) in February that year.

Description:

-A flag quartered unequally by two black lines, one horizontal, one vertical. These represent the Arctic Circle (which does actually pass through Alaska) and the International Date Line.

-The top sections are white, representing the ice of the Arctic beyond 23.5 degrees North.

-The blue fill represents the waters that remain liquid south of the Arctic Circle, with the waves in the bottom right section standing for the breaking off of ice sheets from the mainland (represented by the larger white fill along the bottom).

-In the lower left quarter, the White Bear represents the flora and fauna of the new Aleut Alaskan country. The seven stars form the constellation of Ursa Major (The Big Dipper, an important symbol in Aleut heritage.

"Gone, but not forgotten!"

That is the motto of the Republic of Alyeska.

The RoA is an odd Democracy in that it elects a Monarch for tens years as a figurehead for the state.* This came about with the death of the Romanov family-line during the 1917 Communist revolution. All of the elected Emperors have taken the name Alexander Alexandrovich, or just The Alex, in honor of the last Emperor of Russia.** While possessing no real power it is seen as a snub in the face of the Communist Powers that oppress Russia.

While the US had a hand in securing the independence of the RoA, it was the hard work of British and Canadian diplomats that was able to smooth out tentions between the early RoA and the SRE. US and British/Canadian merchants and fishing boats were also instrumental in clandestinely helping many Russians to flee to the RoA.

The RoA is staunchly anti-communist and has almost come to blows with the SRE twice and almost once with the Peoples Republic of India. The RoA has very close relations with the USA, the UK, Canada, and the Federal States of China.

The flag is a night blue and white field. The white star represents freedom and liberty. The black Mammoth represents the idea that while something/someone is dead the memory of it will continue on.***


* Peter Rasterivich Two-Elks, a plumber from Novositka is the current Alex.
** Nicholas II had taken sick at the age of three leaving Alexander the heir to the throne.
*** Mammoth remains have been found throughout Alaska and has fascinated the Aleyskan peoples for decades. The fact that mammoth remains are found in the Soviet Republic of Eurasia has started a joke that the Romanovs are still around in the former Russia and you never know when you will find one.

[FONT=Times New Roman, serif]The large arrowhead in the middle has a double meaning of the Aleut ancestry and Mt. Denali. The green represents nature, while the black wavy stripe represents oil. The blue representative of the coastline and having the mountain separate the oil from the land symbolizes the ecological friendliness practiced by the Alaskan Federation. [/FONT]

[FONT=Times New Roman, serif]Russia sells Alaska to Britain, who after a while decide to rename it 'West Yukon', granting it a coat-of-arms. Later it becomes a Province of Canada.

So, here's the current flag of the Province of West Yukon, which features that armorial device on the ever popular flag design of a tricoleur - green for the Province's forests, white for all that snow and ice and blue for the sea that surrounds it on three sides. [/FONT]

[FONT=Times New Roman, serif]Alaska is independent following the 1917 revolution, becoming a monarchy. The flag is based on the Russian white, blue and red with the addition of a gold central rectangle bearing the crest of the new nation. The crest draws heavily on the Russian Imperial version, but with a Romanov type crown and with a bear replacing St George and the Dragon in the shield.
