It would depend on how crazy the policy is, I doubt any leader would try to shut down the medical schools. Nazi Germany did make some cuts in education, but only for practical reasons, they were rearming at the time. They understood the obvious importance of technology during WWII. If a nation gutted investment in higher education you'd see it in terms of cutting edge science and innovation. The society wouldn't collapse. In 1960, Taiwan had a literacy rate of only 54 percent. Yet it went on to become one of the East Asian "miracle" economies. Poetry and art is not economically useful and things which are can be taught outside of formal education, self taught or through employers. Blaming the social problems in the ghetto and the trailer park on "poor education" is just liberal nonsense.
