Three points of discussion:
1. With a POD no earlier than 1880, have a treaty that limits at a minimum the capital ship strengths of the major European powers signed in 1891.
2. What is this treaty going to look like? What sort of limitations on individual ships and ship classes are there going be? What numbers or tonnages are allotted to the various powers?
3. The WNT of OTL changed what types of ships were feasible, and how they could be used. For example, no one was building 9,999.99 ton cruisers in 1918, but construction of such ships dominated the interwar period. What sort of naval development will we see post-1891?
