Was the Indian Partition Inevitable?

So, I'm reading about India's bumpy road to independence, and ISTM that some sort of partition was nigh inevitable. The Indian National Congress didn't get Islamic fears, while Jinnah was out to gain self-determination, and hence independence, by the late 1930s.

Yet even without the Muslim League itself, there were large seperatist movements in modern Bangladesh and other parts of the subcontinent among Muslims, which suggests that somebody would propose partition. On the other hand, modern India does have tens of millions of Muslims...

Hrmm. Any thoughts?
 
It was defiantly inevitable during the forties[1], but I can see a united India with a POD in the thirties.

[1] I can't remember the exact event that doom a united India, but I'm sure that it was in the 40s.

How do you get a united India when even, at this point, seperate electoral rolls for Muslims was a recognized principle and seperatists were winning elections?

Well... some sort of partition would be very likely by the 30s, it sounds like. I'm not so certain whether it is inevitable with a POD in the first two decades of the 20th century, but I'm not really that knowledgeable about India's history.
 
Basically Jinnah had been successful in "playing Milosevic" (whipping up existing fears and nationalistic thoughts of Muslim population of Subcontinent into mad franzy and riding frothy wave all the way to being Creator). Partition could have been avoided before early 1930s. I'm not completely sure it would result in less bloodshed in 1947, but after that India dealed quite decently with local Muslims.
