Pretty simple question really...
Between 1933 - 1945, did Nazi ideology as a whole act as a limiter on technological innovation within Germany, or was it an overall Stimulus?

I'd say stimulus, but by only a small margin.
 
Hindrance.

Germany got as far as they did due to a combination of having a really deep bench of brilliant scientists, along with a leader who was all too happy to pour money into projects that sounded cool as fuck.

That said, when you have basic physics being dismissed because they're somehow "Jewish", and the promotion of stuff like "Deutsche Physik" (not to mention the really wild and wooly shit the SS got up to), you're not doing anyone any favors. When it comes to innovation, the Nazi's were all sizzle, no steak.
