Was mussolini's rise to power inevitable?

Depends on when you're looking from- certainly, his rise does not seem inevitable before the Great War. It might be somewhat of another matter after the War. Still, I suspect his rise might be quite possible to derail, without killing him, as late as 1920.

Italy gets the city of Fiume in 1919.
Mussolini is arrested and jailed\exiliated during the March on Rome in 1922.
Fascism replaced by USSR like socialism, at least in the North.

Mussolini inevitable, no.
Given we have a smilar timeline with the same WW1 and the same postwar chaos, a movement like Mussolini's seizing power is very likley though.

Definitely no. He took power with the complicity of the Italian bourgeoisie which was suffering a bout of Red Scare. For trading the nation's future to an arch-traitor of Socialism who made Italy first the lapdog of the Nazis, then the lifetime maid of US power, the ruling class of Italy will never be forgiven.
