I don't think they'd agree to give him Corsica--if he managed to make it back from tiny Elba, he could certainly give it another shot from one of the biggest islands in the Mediterranean, and the Allies would know that it would be very easy for him to return.

Yeah, much more likely to give him something in the New World; a personal pet favorite PoD of mine. Though even that isn't very likely, it's much more so than him getting Corsica. That is, unless the Napoleonic Wars are much less large-scale than IOTL and Nappy is defeated very quickly. Then, while still unlikely, he might be exiled to Corsica, which is lost to France while France keeps Belgium or something like that.

Wasn't already hard enough for the British (and I believe the restored French govt as well) to patrol around tiny Elba, to give him Corsica would be even more taxing on governments that don't want, and can't keep spending on "wartime" activities after... 20 years? of fight revolutionary France.

The official pretext of 100 Days was that under the surrender terms of Napoleon, he was to get Elba PLUS a sizable cash income, to be paid by France. But the Bourbon France refused to perform their part.
What would happen if Napoleon gets a bigger landed possession, and in return Bourbons owe him no cash?'
What was the sum promised to Napoleon?
